Since macOS Sierra, Adobe's Flash plug-in has been turned off in Safari by default to encourage users — and websites — to use HTML5 for features like video, and this remains true in macOS High Sierra. This is because Flash is easily exploitable, and if someone with nefarious intentions hacks the plug-in or the site, Apple previously couldn. Buying my last Mac with High Sierra (IF compatible with CS6) in 2018 - Abandoning Mac and switching to Windows. With CS6 being perfectly compatible on Windows 10 this offers more future proofing than Apple.
I had a quick look and yes Photoshop CS3 does work in High Sierra, but Lightroom 4 has No Data which is bit telling.
The App is not the be all and end all, but it is a good guide.
You could try re-installing Lightroom 4.
I have just installed an old copy of Lightroom 4 on my macOS High Sierra partition and it works fine.
